NRC INSPECTION REPORT 50-269/98-09, 50-270/98-09, 50-287/98-09 AND
Dear Mr. McCollum:
On October 17, 1998, the Nuclear Regulatory Commission (NRC) completed an integrated
inspection at your Oconee 1, 2, and 3 reactor facilities. The enclosed report presents the
results of that inspection.
During the six-week period covered by this inspection, your conduct of activities at the Oconee
facilities was generally characterized by safety conscious operations, maintenance, and
engineering practices. However, a violation of NRC requirements is cited in the enclosed
Notice of Violation (Notice), and the circumstances surrounding the violation are described in
detail in the enclosed report.
At the time of issuance of this Notice, you had not fully developed your corrective actions
including analyzing pump runout conditions and your basis for pump operability. Therefore, you
are required to respond to this letter and should follow the instructions specified in the enclosed
Notice when preparing your response. The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, its
enclosures, and your response will be placed in the NRC Public Document Room (PDR).
