NRC INSPECTION REPORT NO. 50-269/98-13, 50-270/98-13, AND
50-287/98-13
Dear Mr. McCollum:
On August 20,1998, the Nuclear Regulatory Commission (NRC) completed an inspection at
your Oconee Nuclear Station. The enclosed report presents the results of that inspection.
During the week of August 17-20, 1998, an inspection team observed selected portions of your
emergency organization's response in key facilities during the emergency preparedness plume
exposure exercise conducted on August 18, 1998. The emergency response observed during
the simulated accident was considered generally satisfactory.
Your attention is directed to the exercise weaknesses identified in sections P4.3.b.1 and
P4.2.b.3 of the enclosed report. As required by Section IV.F of Appendix E to 10 CFR Part 50,
any weaknesses that are identified shall be corrected. As discussed during the exit interview
and later confirmed with a telephone call, it is our understanding that you have tentatively
scheduled another exercise on December 15, 1998 to demonstrate corrective action taken in
response to the weaknesses. If this information is incorrect, please notify us.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room.
