NRC EXAMINATION REPORT NO. 50-269/97-300,
50-270/97-300 AND 50-287/97-300
Dear Mr. Hampton:
On May 7, 1997, the NRC completed an operator licensing examination at your Oconee
Nuclear Station. The enclosed report presents the results of that examination.
A Simulator Facility Report is included in this report as Enclosure 2. A copy of the written
examination questions and answer key, as noted in Enclosure 3, was provided to the
members of your training staff at the conclusion of the examination.
The individual examination reports should be reviewed to determine if adjustments to the
training program, as well as individual remediation, are needed.
Overall, your initially proposed examination did not meet the standards for an NRC
administered examination and would not have discriminated at the required level. The
majority of the questions in the- as-submitted SRO written examination were not written at the
comprehension, analysis or application level. Similarly, too many of the administrative and
system questions on the operating test were of low discriminatory value, and the integrated
operating portion of the operating test also required extensive revision.
Considerable effort
was expended by both of our staffs in order to bring the examination to an acceptable level.
