OF JUNE 30, 1999 MEETING WITH BALTIMORE GAS AND ELECTRIC COMPANY (BGE) AND DUKE REGARDING LICENSE RENEWAL ACTIVITIES FOR CALVERT CLIFFS NUCLEAR POWER PLANT (CCNPP)
UNIT NOS. 1 AND 2, AND OCONEE NUCLEAR STATION (ONS) UNITS NOS.
1, 2, AND 3 On June 30, 1999, the Nuclear Regulatory Commission (NRC) staff held a public meeting with representatives of BGE and Duke at Rockville, Maryland, to discuss the status of the NRC's review of BGE's and Duke's license renewal applications (LRA) for the CCNPP Units 1, and 2 and the ONS Units 1, 2, and 3. Enclosure 1 to this meeting summary provides a list of the meeting attendees. Enclosure 2 provides a copy of slides that were used by the NRC, BGE, and Duke staff to summarize the status of the review of BGE's and Duke's LRAs.
Highlights from the BGE portion of the meeting:
The meeting began with a discussion of the status of BGE's LRA review. BGE stated that they were planning to submit their responses to the open items and confirmatory items contained in the safety evaluation report (SER) written on BGE's LRA by July 2, 1999, and that comments on the content of the SER would be forwarded by July 19, 1999. BGE then stated progress between the staff and BGE to address several of the open items had been good although there was one open item that concerned BGE which was related to the update of the final safety analysis report. As a result, BGE stated they were eager to work with the staff to resolve the issue. The NRC stated that both sides should plan on additional interaction to address this open item in the very near future and that the resolution of this item was necessary before issuance of the final SER. The NRC then summarized the status, as outlined in Enclosure 2, of recently completed activities in the environmental and inspection areas to support the review of BGE's LRA.
Highlights from the Duke portion of the meeting:
Duke noted that several items had been completed since the last management meeting.
Specifically, the staff issued the draft supplemental environmental impact statement on May 20, 1999, the first license renewal inspection report was issued on May 24, 1999, the draft safety evaluation for BAW-2248, "Reactor Vessel Internals Report" was issued on May 26, 1999, and the SER written on Duke's LRA for Oconnee was issued on June 16, 1999. Duke noted that it supported license renewal site inspections during June. The inspections were performed as part of the aging management review inspections that were scheduled for the week of July 12, 1999, and July 26, 1999. The staff had performed portions of the inspection early because Unit 1 was in an outage in June, which allowed the staff access to areas of the plant that would not be readily accessible during the July inspections. Duke noted that the three separate inspections in 9907120009 990701 PDR ADOCK 05000269 PD PDR July 1, 1999 June were a resource impact and that for future applications the staff should consider combining these inspections and should also consider that the staff may not be able to inspect a unit during an outage depending on the timing of submittals from future license renewal applications. The staff stated that it would consider this information for future applicants.
The staff and Duke noted that resolution of the issues associated with BAW-2248 would involve coordination with the Babcock and Wilcox owner's group as well as with Duke. Duke noted that a July 19, 1999, meeting is scheduled to discuss the open items in the draft safety evaluation for the BAW-2248. Duke indicated that the owner's group provided responses to the open items on June 30, 1999, and that during the July 19, 1999, meeting it was hoped that the staff and the owner's group could come to agreement on the resolution of the open items. During the July meeting Duke will also discuss how it intends to resolve the open items in the SER for Oconee that are related to BAW-2248.

On 4/15/99, the Commission affirmed the Atomic Safety and Licensing Board decision denying Chattooga River Watershed Coalition's petition to intervene. Deadline to file an appeal has passed with no appeal being filed.
