SUMMARY

OF MAY MANAGEMENT MEETING BETWEEN THE U.S.

NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND DUKE REPRESENTATIVES TO DISCUSS THE OCONEE LICENSE RENEWAL APPLICATION On May 12, 1999, representatives of Duke met with the NRC staff in Rockville, Maryland, to discuss the Oconee license renewal application. A list of meeting attendees is provided as. A copy of the staff's and Duke's presentation materials discussed at the meeting are provided as Enclosures 2 and 3, respectively.

The staff discussed the status.of the review (See Enclosure 2). The staff noted that there are two major milestones in June. The milestones are issuance of the safety evaluation report (SER) by June 17, 1999, and the issuance of the draft supplemental environmental impact statement (SEIS) by June 2, 1999. A public meeting will be held on July 8, 1999, near the site to receive comments on the draft SEIS. The staff also noted that on April 15, 1999, the Commission affirmed the Atomic Safety and Licensing Board decision denying the Chattooga River Watershed Coalition's petition to intervene.

The staff noted that communication continue to be good with Duke responding to several staff inquires. Duke responded to potential SER open items in a May 10, 1999, letter. The staff also noted that the first regional-based license renewal inspection was held at the site the last week of April. The inspection report is due to be issued within 45 days of the inspection, and a public meeting at the site will be held to discuss the results.

The staff and Duke then discussed the scoping issue related to license renewal. The staff noted that a separate meeting was held on May 11, 1999, to discuss this issue. The results of that meeting are detailed in a separate summary, but the staff noted that action items were agreed to that, if implemented, should resolve the issue. Duke noted that the next management meeting is scheduled for June 30. The staff stated that this meeting had the potential to be moved or canceled because it conflicts with a potential date for an Advisory Committee on Reactor Safeguards (ACRS) meeting. Specifically, the Plant License Renewal subcommittee of the ACRS has also tentatively scheduled a meeting on that date to discuss the Oconee license renewal SER and Babcock and Wilcox topical reports related to license renewal The staff 9905170206 990513 PDR ADOCK 05000269 P

_ PDR May 13, 1999 stated that a decision would be made shortly about the June 30, 1999, management meeting and that it would also try to schedule management meetings for August and September.
