SUMMARY

OF APRIL 1, 1999, PHONE CALL BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND DUKE REPRESENTATIVES TO DISCUSS THE OCONEE LICENSE RENEWAL APPLICATION On April 1, 1999, representatives of Duke had a phone call with the NRC staff in Rockville, Maryland, to discuss the Oconee license renewal application. The purpose of the phone call was to discuss Duke's response to request for additional information (RAI) 3.4.11-7. The Duke participants were Robert Gill, Greg Robison, and Mark Pyne. The staff participants were Renee Li, Jim Davis, and Joe Sebrosky.

In the response to RAI 3.4.11-7 Duke stated that "the complete failure scenario of the subject weld in the drain line off the pressurizer surge line is crack initiation by stress corrosion cracking and propagation by a mixed-mode of stress corrosion cracking and vibrational fatigue." Duke's response provided the basis for why the vibration in and of itself would not cause failure, and why no corrective actions were required to mitigate any mechanical vibration effects. However, the staff noted that Duke did not discuss the corrective actions taken to address stress corrosion cracking for this failure scenario. Therefore, it was not clear to the staff what the basis is for the concluding statement of the RAI response that "the reinstalled configuration is adequate for the period of extended operation." The staff believed that Duke should address what corrective actions were taken regarding stress corrosion cracking in this failure scenario.

During the phone call, Duke stated that the information that the staff was looking for could be found in two letters that were submitted to the staff. The first letter, dated February 26, 1998, submitted licensee event report (LER) 269/98-02. The LER concerned the non-isolable weld leak on the pressurizer surge line drain pipe that was the subject of RAI 3.4.11-7. The second letter, dated April 30, 1998, provided revision 1 to LER 269/98-02. The revision supplemented the LER to indicate the results of the metallurgical analysis on the failed weld. Duke stated there was no evidence of internal stress corrosion cracking. The cracking was the result of externally initiated stress corrosion cracking. The staff stated that if any additional information is required, it will identify the information in a future call, or in the safety evaluation report for the Oconee license renewal application.
