SUMMARY
OF MARCH MANAGEMENT MEETING BETWEEN THE U.S.
NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND DUKE REPRESENTATIVES TO DISCUSS THE OCONEE LICENSE RENEWAL APPLICATION On March 30, 1999, representatives of Duke met with the NRC staff in Rockville, Maryland, to discuss the Oconee license renewal application. A list of meeting attendees is provided as. A copy of the staff's and Duke's presentation materials discussed at the meeting are provided as Enclosures 2 and 3, respectively.
The staff discussed the status of the review (See Enclosure 2). The staff noted that Duke responded to all of the environmental requests for additional information (RAls) by the schedule date of March 4, 1999. The staff noted that Duke supported a phone call to help the staff with the review of the severe accident mitigation alternative RAI responses. In addition, the staff expects to issue a letter shortly with its view of Duke's response to the transmission line scope RAI.
The staff noted that communications continue to be good with Duke supporting several phone calls to answer staff's questions in the safety review area. A graded approach to document the resolution of issues in this area was mutually agreed to by Duke and the staff. The approach entails four levels of interaction ranging from phone calls to formal management meetings. If clarification is needed by the staff, the clarification will either be documented in a phone call summary or in a letter from Duke.
The staff stated that it will provide Duke with a list of potential safety evaluation report (SER) open items by April 12, 1999. The staff stated that it will support phone calls and meetings using the above graded approach in an attempt 'o resolve as many of the open items as possible prior to issuing the SER. However, if resolution of an issue is deemed to be difficult, discussion of the item will be deferred until after the SER is issued. The aim of this process is to minimize the amount of SER open items without impacting the schedule for issuing the SER.
The staff and Duke then discussed the 10 CFR Part 54 scoping issue. The issue was raised during a March 11, 1999, meeting with the staff. In that meeting Duke reiterated its belief that the set of design basis events contained in Chapter 15 of the Oconee updated final safety analysis report (UFSAR) complies with the requirements of 10 CFR 54.4(a)(1) and meets the definition of 10 CFR 50.49(b)(1). The staff stated that it intends to raise this issue to the license renewal steering committee for resolution. Duke noted that the next management meeting is scheduled for May 12, 1999, and that it hoped that the issue would be resolved by that time.
