OF MARCH 15, 1999, PHONE CALL BETWEEN THE U.S.
NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND DUKE REPRESENTATIVES TO DISCUSS THE OCONEE LICENSE RENEWAL APPLICATION On March 15, 1999, representatives of Duke had a phone call with the NRC staff in Rockville, Maryland, to discuss the Oconee license renewal application. The purpose of the phone call was to discuss Duke's response to request for additional information (RAI) 3.5.6-2. The Duke participants were Robert Gill, and Debbie Ramsey. The staff participants were Rene Li and Joe Sebrosky.
The staffs question regarded class G and H piping that was contained in the response to RAI 3.5.6-2. Page 2.7-7 of the license renewal application states that the class G and H piping supports have seismic structural integrity. However, Table 2.5-1 of the license renewal application indicates that class G and H piping are not designed for seismic loading. The staff requested that Duke please explain the apparent inconsistency.
Duke explained that the class G and H piping supports are considered QA condition 4 at Oconee. QA condition 4 covers those seismically designed/restrained systems, components, and structures whose continued functions are not required during and after the seismic event.
Duke provided two docketed references that explain its position regarding this issue. The first reference was topical report, Duke 1A, "Quality Assurance Program." This report is incorporated by reference into Chapter 17 of the updated final safety analysis report (UFSAR). The second reference that Duke provided was Section 3.7.3.9 of its UFSAR. The staff stated that it would review the references that Duke provided.- If any additional information is required, the staff will identify the information in a future call, or in the safety evaluation report for the Oconee license renewal application.
