SUMMARY

OF JANUARY MANAGEMENT MEETING BETWEEN THE U.S.

NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND DUKE REPRESENTATIVES TO DISCUSS THE OCONEE LICENSE RENEWAL APPLICATION On January 14, 1999, representatives of Duke met with the NRC staff in Rockville, Maryland, to discuss the Oconee license renewal application. A list of meeting attendees is provided as. A copy of the staff's and Duke's presentation materials discussed at the meeting are provided as Enclosures 2 and 3, respectively.

The staff discussed the status of the review (see Enclosure 2). The staff noted that all the environmental requests for additional information (RAls) were issued on December 29, 1998, before the scheduled date of Janaury 3, 1999. The NRC staff noted that communications continue to be good with seven phone calls held to date to clarify RAls. The timing of the first license renewal inspections was also discussed. The NRC staff noted that the first inspection would be in the scoping and screening area and that the time frame for this inspection would be late March or early April. The NRC staff stated that this time frame was predicated on Duke responding to the scoping and screening RAls sooner than the current deadline of February 17, 1999, for all RAI responses. The NRC staff also stated that they expected the RAI responses in this area to be high quality that address its concerns. In particular, the NRC staff expressed concern that the issues identified in the electrical scoping and screening RAls, if not properly responded to by Duke, could result in slippage of the schedule for the first inspection.

Duke asked when the second set of inspections would occur. The NRC staff stated that the second set of inspections was currently scheduled to occur sometime in the summer after the safety evaluation report was issued. The safety evaluation report is scheduled to be released on June 17, 1999. Duke requested that the timing of the second set of inspections be worked around the outage schedule for the Oconee units and the emergency operating procedure inspection that is scheduled to occur later this year. The NRC staff stated, to the extent that it is practical, it would try to work around these items.

Duke then provided its presentation (see Enclosure 3). Duke identified several areas where they thought additional discussions needed to occur with the staff. The issues are identified on slides 5, 6, and 7 of Enclosure 2. The NRC staff noted that phone calls had recently been held that clarified some of these issues.
