OF JANUARY 14,1999, PHONE CALL BETWEEN THE U.S.

NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND DUKE REPRESENTATIVES TO DISCUSS THE OCONEE LICENSE RENEWAL APPLICATION On January 14, 1999, representatives of Duke had a phone call with the NRC staff in Rockville, Maryland, to discuss the Oconee license renewal application. The purpose of the phone call was to discuss requests for additional information (RAls) 3.4.5-4, 3.4.5-6, and 4.18-4 and how they relate to Babcock and Wilcox (B&W) Topical Report 2251 "Demonstration of the Management of Aging Effects for the Reactor Vessel." The Duke participants were Robert Gill and William Brady. The staff participants were Barry Elliot and Joe Sebrosky.

Duke had requested the call because the issues identified in the RAls above related to Open Items numbers 2 and 4 in the staff's safety evaluation of September 18, 1998, for B&W Topical Report 2251. Duke noted that the B&W Owner's Group had provided responses to these open items and questioned if the Owner's Group responses would address the issue. In order to address Duke's concerns, the staff provided its feedback regarding the Owner's Group responses for the two open items in question as follows.

Concerning Open Item No. 2: The B&W Owner's Group responded that the flow stabilizers will remain within the scope of license renewal but are not subject to aging management review because failure of the flow stabilizers has not occurred at any of the B&W operating plants. The staff agrees with the B&W Owner's Group except that if an applicant has installed flow stabilizers using Alloy 600 and/or Alloy 82/182 weld material, the applicant must include the flow stabilizers in its Alloy 600 aging managing program. Alloy 600 and Alloy 82/182 weld materials are susceptible to cracking in primary water environments.

Concerning Open Item No. 4: The B&W Owner's Group believes that Topical Report B&W-2274 satisfies the requirements of 10 CFR 54.21(c) for an evaluation of time-limited aging analyses of underclad cracking in B&W reactor pressure vessel forgings. The staff agrees that the topical report satisfies the requirements of 10 CFR 54.21(c) and does not believe additional examination of the underclad cracks is necessary because the predicted flaw size is below the value specified in IWB-3510-1 of Section XI of the ASME Code and the predicted amount of flaw growth is conservative.

Duke agreed to consider the above feedback in responding to RAls 3.4.5-4, 3.4.5-6, and 4.18-4.
