SUMMARY

OF MANAGEMENT MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND DUKE REPRESENTATIVES TO DISCUSS THE FIRE PROTECTION PORTION OF THE OCONEE LICENSE RENEWAL APPLICATION On November 6, 1998, representatives of Duke met with the NRC staff at the Oconee site in Seneca, South Carolina to discuss the fire protection portion of the Oconee license renewal application. A list of meeting attendees is provided in Enclosure 1.

The NRC staff was at the Oconee site from November 4 through November 6, 1998, to review material associated with the fire protection scoping and screening process that was used for the license renewal application for Oconee Units 1, 2, and 3. A public meeting was held at the end of the visit to discuss the staffs observations. The staff informed Duke that any questions or need for submittal of additional documentation that developed from the visit would be sent to Duke in the form of requests for additional information (RAI). The RAls were scheduled to be given to Duke on or before December 4, 1998.

The staff provided Duke with high level observations in four areas. 1. The staff stated that it would pursue how Duke treated consumables as they related to fire protection (e.g., fire hoses, scott air packs, and fire extinguishers). Duke screened these items out based on its position that they are short lived and are subject to periodic testing in accordance with the National Fire Protection Association (NFPA) standards. While the staff acknowledged that the NFPA testing is performed for these items, the staff stated that it would investigate whether or not these items should be listed in the license renewal application as being subject to an aging management review. 2. The staff stated that it would share with the electrical engineering branch the amount of electrical cabling that Duke had stored onsite to comply with Appendix R of 10 CFR Part 50.

If there were a fire Duke would use the cabling to run power to various pieces of equipment as part of their strategy to comply with Appendix R requirements. Duke's license renewal application identified the cabling to be within the scope of the license renewal rule but did not identify any aging effects associated with the cabling. No aging effects were identified by Duke because they contended that the cabling is stored in warehouses with relatively benign environments.

3. Duke also had stored in a warehouse some pump motors (e.g., high pressure injection pump motors) that in the event of a fire would be used to replace fire damaged motors. Because the license renewal rule specifically identifies motors to be active components and therefore outside the scope of the license renewal rule, the motors stored in the warehouse were not considered in Duke's license renewal application. The staff said that it would investigate if this was an 0

appropriate treatment for the motors stored in the warehouse. 4. The staff stated that it reviewed some of the supporting documentation that Duke used to develop its license renewal application. The staff stated that it believed some of the information contained in these documents should be made part of the license renewal application material in the fire protection area.

The staff stated that if further information was needed from Duke in any of the four areas mentioned above they would be made part of the RAls that were due to Duke by December 4, 1998.
