Nuclear Security and Contingency Plan Security System Upgrade Date Event February 17, 1995 Duke submits a brief summary of the proposed security system upgrade and final access control measures.

August 23, 1996 Duke submits Revision 5 to the Nuclear Security and Contingency Plan containing biometrics related information and security system upgrade related details.

August 23, 1996 Duke submits an exemption request to 10 CFR 73.55 (d)(5) regulation that requires non-licensee personnel to leave their security badges onsite.

February 7, 1997 Duke meets with ONRR staff to discuss details of the security system upgrade, biometrics and revision of the Nuclear Security and Contingency Plan. The NRC requested retraction of Revision 5 and re-submittal of Revision 5 to address biometric hand geometry related provisions only.

February 18, 1997 Duke withdraws Revision 5 and states the information contained in Revision 5 will be re-submitted in 2 separate revisions to facilitate NRC staff review and approval.

Nuclear Security and Contingency Plan Security System Upgrade Date Event March 7, 1997 NRC letter transmits a summary of the 2/7/97 meeting with Duke on the Nuclear Security and Contingency Plan. NRC documents their request for Duke to retract Revision 5 and re-submit a Plan revision to address only those details strictly associated with the exemption request.

April 9,1997 NRC grants an exemption to 10 CFR 73.55(d)(5) contingent on retraction of the initial Revision 5, re-submittal of Revision 5 to address biometrics information only and certain other systems testing related provisions.

April 30, 1997 Duke submits Revision 5 to address biometric hand geometry related provisions only.

May 19, 1997 Duke submits Revision 6 to address miscellaneous issues un related to the biometrics or system upgrade.

July 21, 1997 Duke submits Revision 5 Additional Pages to clarify certain items contained in Revision 5.

Nuclear Security and Contingency Plan Security System Upgrade Date Event September 2, 1997 NRC acknowledges Revision 5 and Revision 5 Additional Pages.

Implementation will be subject to inspection to confirm that the changes have not decreased the overall effectiveness of the Nuclear Security and Contingency Plan.

October 20, 1997 Catawba replaces the mechanical exit turnstile with an electric exit turnstile. This change is one of many that will occur during implementation of the new access control system. The decision was made to address this and other modification related changes that effect the Nuclear Security and Contingency Plan in Revision 7 to be submitted when the modification is close to completion.

These Plan changes were part of the original Revision 5 submittal dated August 23, 1-996.

Nuclear Security and Contingency Plan Security System Upgrade Date Event February 23, 1998 Catawba begins using the new security badge for employee access into the protected area using the hand geometry units in the PAP.

Individuals with protected area access only begin using the new security badge on 2/23/98. The new security badge and the old security badge are used to access controlled access doors during the door access control hardware transition. Prior to issuing the new security badge, the badge data field information was changed requiring a change to the Nuclear Security and Contingency Plan.

Revision 7 will include this change. The changes to the security badge were discussed with the ONRR Plan Reviewer prior to implementation. A sixty (60) day time clock begins for the submittal of a Security Plan revision to reflect use of the new security badge.

March 23, 1998 Catawba completes the controlled access door hardware transition and begins using the new security badge to access vital areas.

Nuclear Security and Contingency Plan Security System Upgrade Date Event By April 24, 1998 Duke will submit Revision 7 to address the changes in security badge data field information and other modification related changes submitted in Revision 5 dated 8/23/96 and subsequently retracted to facilitate review of the exemption request. Revision 7 will be temporarily located in Appendix 6 of the Plan. Upon completion and implementation of the security system modification, each station will insert the pages located in Appendix 6 into the main body of the Plan. Inserting Appendix 6 pages into the main body of the Security Plan will complete the Plan revision process.

April 30, 1998 Projected date for Catawba to complete and implement the security system modification. The implementation date for Revision 7 will be when the security system modification is fully implemented and the Plan text in Appendix 6 is moved to the main body of the Plan.

S August 31, 1998 Projected date for McGuire to complete and implement the security system modification. The implementation date for Revision 7 will be when the security system modification is fully implemented and the Plan text in Appendix 6 is moved to the main body of the Plan.
