Dear Mr. McCollum:
On April 13. 1998, the Region II Administrator established an NRC management oversight group (MOG) to provide NRC oversight of the Oconee Nuclear Station Recovery Plan, maintain an overview of Oconee performance during the recovery, and provide recommendations regarding NRC actions. This group will conduct a public meeting on April 22. 1998, to discuss these activities. In preparation for the meeting, the enclosed documents are provided for your information. is the approved charter for the MOG. This charter provides for coordinating a plant specific issue list with you and your staff, assessment of Oconee performance and consolidation of NRC activities. is a list of individual items from our inspection reports that were used as a basis for your most recent Systematic Assessment of Licensee Performance (SALP) rating. These items are tracked via a Plant Issues Matrix (PIM) maintained by the NRC. While the PIM is currently not a public document, the information is contained in various inspection reports as indicated in the Enclosure. This list is arranged in categories based upon a template used during the senior management meeting. This arrangement will allow for monitoring of Oconee performance by comparing SALP period performance with future performance by using updates to the PIM. While we are using the recent SALP report as a baseline assessment, events and issues since issuance of that report were also considered in establishing the MOG. is a listing of-issues that the MOG intends to monitor and discuss at the public meeting. While this list is comprehensive, more items may be added or deleted as the MOG implements this effort.
As stated in the charter, our bi-monthly meetings will continue. A recommendation to the Regional Administrator that MOG activities are complete will be based on satisfactory progress of your Recovery Plan, significant completion of the MOG Issues Checklist, and a successful performance assessment by evaluation of the PIM.
