CONFIRMATORY ACTION LETTER (CAL NO. 2-97-003) CLOSURE Gentlemen:
This is in response to your letter dated June 30, 1997, addressing the shutdown of Oconee Unit 1 on June 13, 1997, in order to conduct non-destructive examinations (NDE) of highpressure injection (HPI) lines/nozzles and implement letdown storage tank level/pressure modifications similar to those performed in the other two Oconee Units as a result of the Unit 2 HPI line/nozzle weld crack (April 22, 1997) and Unit 3 HPI system degradation (May 3, 1997). As encompassed in the May 22, 1997, update to CAL 2-97-003, you committed to shutdown Unit 1 no later than June 14 and implement interim compensatory actions with respect to the above issues, as well as HPI pump minimum recirculation flow orifice degradation. Based on independent NRC inspections and your June 30, 1997 letter, it has been confirmed that:
(1) the degraded Unit 1 HPI pump minimum recirculation flow orifice blocks have been replaced; (2) the Unit 1 letdown storage tank level/pressure modifications have been installed; and (3) NDE results of the Unit 1 HPI lines/nozzles were satisfactory.
As addressed above and in our May 22, 1997, CAL update, the required short term CAL actions have been completed for Units 1, 2, and 3. The remaining longer-term actions committed to in your submittals regarding the associated Units 2 and 3 HPI events will be addressed separately. Accordingly, CAL 2-97-003 is hereby considered closed.
