CONFIRMATION OF MEETING ARRANGEMENTS This confi rms the arrangements made between Mr. R. L. Gill, of Duke Power

Company, and Mr. M. B. Shymlock, of my staff, concerning an Enforcement Conference to be conducted in the Region II Office on July 12, 1990, at 10:00 a.m.

The purpose of the meeting will be to discuss two issues.

The first issue involves a failure to follow procedure at Catawba Unit 1 on June 11, 1990, which resulted in inappropriately diverting reactor coolant water to the Refueling Water Storage Tank. The second issue involves a design deficiency in the Reactor Building Penetration Room Ventilation System at Oconee that could render the system unable to perform its intended safety function ddring a loss of instrument air. The areas we would like to discuss are identified in the enclosures.

Should you have any questions regarding these arrangements, we will be pleased to discuss them.
