ENCLOSURE 1 SHINE MEDICAL TECHNOLOGIES, INC.

SHINE MEDICAL TECHNOLOGIES, INC. APPLICATION FOR CONSTRUCTION PERMIT PRELIMINARY SAFETY ANALYSIS REPORT REVISIONS UPDATE TO THE EVALUATION OF AIRCRAFT HAZARD AND THE EVALUATION OF CHEMICAL HAZARDS PROVIDED IN THE PRELIMINARY SAFETY ANALYSIS REPORT Evaluation of Aircraft Hazard SHINE has determined that Figure 2.2-2 of the PSAR did not contain all low altitude airways within 10 miles of the SHINE facility. SHINE has revised Figure 2.2-2 to include those low altitude airways within 10 miles of the SHINE facility previously omitted from Figure 2.2-2.

Additionally, descriptions and references to airways in Subsection 2.2.1, Subsection 2.2.2.2, and Table 2.2-6 of the PSAR have been revised to be consistent with the revised Figure 2.2-2.

A mark-up of the PSAR changes is provided in Attachment 1. The non-public (proprietary) version of the PSAR, incorporating the changes provided in Attachment 1, is provided in . The public (non-proprietary) version of the PSAR, incorporating the changes provided in Attachment 1, is provided in Enclosure 4.

Subsection 2.2.2.5.1 of the PSAR contains the aircraft hazard evaluation associated with airways. Subsection 2.2.2.5.1 does not require revision because the methodology used is based on DOE-STD-3014-96, and uses crash rates for average non-airport operations instead of estimating a hazard probability associated with each airway individually. Therefore, revising Figure 2.2-2 to include all low altitude airways within 10 miles of the SHINE facility does not affect the description or results of the aircraft hazard evaluation provided in Subsection 2.2.2.5 of the PSAR.

Evaluation of On-Site Chemical Hazards SHINE has determined that electric folklifts will be used at the SHINE facility, in lieu of propane-powered forklifts. There will be no on-site storage of propane at the SHINE site.

SHINE has revised Subsection 2.2.3.1.1.4 and Subsection 2.2.3.1.2.4 of the PSAR to remove references to the on-site storage of propane and its analysis as a potential on-site explosive hazard and a potential flammable vapor cloud explosion, respectively. SHINE has also removed on-site sources of propane from the analysis results provided in Tables 2.2-16, 2.2-17, and 2.2-18 of the PSAR. A mark-up of the PSAR changes is provided in Attachment 1. The non-public (proprietary) version of the PSAR, incorporating the changes provided in , is provided in Enclosure 3. The public (non-proprietary) version of the PSAR, incorporating the changes provided in Attachment 1, is provided in Enclosure 4.

The revision described above does not impact the hazard analyses of off-site sources of propane, such as those described in Subsection 2.2.3.1.1.3 and Subsection 2.2.3.1.2.3 of the PSAR.
