March 1, 1999 Ms. Carol Sampson, Director Federal Energy Regulatory Commission Office of Hydropower Licensing 888 First Street, NE Washington, DC 20426

Dear Ms. Sampson:

Duke Energy Corporation has submitted an application to the United States Nuclear Regulatory Commission (NRC) to renew the operating licenses for Oconee Nuclear Station Units 1, 2, and 3 (Oconee). The current licenses for Units 1, 2, and 3 expire on February 6, 2013; October 6, 2013; and July 19, 2014, respectively. The renewed licenses would authorize the applicant to operate for an additional twenty years beyond the current forty year license.

The cooling water for these units is provided by Lake Keowee in the northwest corner of South Carolina. Lake Keowee is formed by the impoundment of water behind the Keowee Dam and Hydro Station (FERC Project No. 2503). The continued presence of the Lake Keowee impoundment is essential to the operation of the Oconee Nuclear Station.

The proposed action, renewal of the operating licenses for Oconee, is a major Federal action significantly affecting the quality of the human environment. As such, the NRC must prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969, as amended. To assist us with this effort we are requesting that FERC provide the NRC with information on 1) the current status of the FERC license for Keowee Dam and Hydro Station and 2) any other information that the NRC should be aware of regarding the future operation of Keowee Dam and Hydro Station Please provide this information under Docket Nos. 50-269, 50-270, and 50-287 to:
