MF3463)
Dear Sir/Madam:
By letter dated February 1 0, 2014 (Reference 1) Duke Energy Progress, Inc. submitted a license amendment request (LAR) for the H. B. Robinson Steam Electric Plant, Unit No. 2 (HBRSEP2) to revise the Technical Specification for the Reactor Protection System Instrumentation Turbine Trip function on Low Auto Stop Oil Pressure to a Turbine Trip function on Low Fluid Oil Pressure. In addition, the Nominal Trip Setpoint will be changed from its current value of 45 psig to 800 psig and a corresponding change in the Allowable Value from 40.87 psig to 769 psig. The proposed change also revises Technical Specifications Task Force Traveler 493-A, Revision 4, "Clarify Application of Setpoint Methodology for Limiting Safety System Setting Functions," for Low Electro-Hydraulic Fluid Oil Pressure trip only. In a follow-up email dated March 24, 2014 (Reference 2), the U.S. Nuclear Regulatory Commission (NRC) staff requested the new setpoint calculation associated with this LAR. Duke Energy Progress, Inc. submitted a supplemental letter dated April 4, 2014 (Reference
- 3) providing the new setpoint calculation. On August 28, 2014, Duke Energy Progress submitted a letter (Reference 4) to the NRC requesting that the approval date originally requested in the LAR submittal be revised in consideration of delays associated with the requisite plant modification implementation. The revised approval date requested was January 30, 2016, for implementation within 60 days of completion of the modification during refueling outage 30 in the Spring of 2017.
Since this request, changes in the modification schedule for refueling outage 30 necessitates an additional change in the LAR approval date. Consequently, Duke Energy Progress, Inc. requests an LAR approval date of June 22, 2018 for implementation within 120 days of completion of the modification during Refueling Outage 31, in the Fall of 2018.

The original commitment associated with the implementation of this LAR, once approved, is hereby revised to the extent stated herein. With the exception of this, there are no new regulatory commitments made in this letter.
