UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 November 16, 1979 Dockets Nos.:

87, 50-312, 50-302,

& 50-346 TO ALL BABCOCK & WILCOX (B&W) PLANTS WITH AN OPERATING LICENSE

SUBJECT:

SENSITIVITY OF B&W PLANTS TO FEEDWATER TRANSIENTS By letters dated October 25, 1979, from Mr. Harold R. Denton, Director, Office of Nuclear Reactor Regulation, NRC, to all applicants holding construction permits for plants with B&W Nuclear Steam Supply Systems, we expressed our concern as to whether B&W plants are overly sensitive to feedwater transients. This is due to the once-through steam generator concept, as coupled with the pressurizer sizing, ICS design, and PORV and reactor 'trip set points.

For your information we are sending you a copy, enclosed, of a typical October 25, 1979 letter.

Sincerely, W. P. Gammill, Acting Assistant Director for Operating Reactor Projects Division of 'Operating Reactors
