SUBJECT:
OCONEE REQUALIFICATION EXAMINATION APPEAL My staff has reviewed the materials submitted by Mr. Strickland of Oconee, appealing his failure of the requalification operating examination administered on July 30, 1992, and Region II's proposed resolution.
Mr. Strickland's failure due to an inability to maintain steam pressure below that which will cause the main steam relief valves (MSRVs) to open is fully justified. There was a clear inability on his part to adequately control the turbine bypass valves (TBVs) when he was directed to do so both by procedural guidance and by his supervisors. The resulting unmonitored release for an extended period is sufficient basis to support a failure. We request that HOLB be placed.on concurrence for the correspondence to Mr. Strickland that responds to his concerns.
