Dear Mr. Denton:

lO We have recently.be0me aware of an order issued by the Nuclear RegulatoryCommission to Duke Power Company to complete certai ywork at their Oconee Nuclear Station prior to February 15 1o;r face a shut down of these units at that time.

As ElectriCities of North Carolina, a voluntary non-profit association that serves the interests of 67 North Carolina municipal electric systems, 21 of which purchase their all requirements wholesale power supply from Duke Power Company, we are very concerned about the adequacy and reliability of this power.supply and the impact upon that supply which this latest order may impose.

We find it very difficult to understand why these units that have successfully operated and continue to operate in an efficient and safe manner cannot be allowed to shut down sequentially, as proposed by Duke Power Company, to incorporate these latest modifications. The replacement power costs involved with a sequential shut down would be significant, but a simultaneous shut down of these units could cause an intolerable situation for'our cities if the electrical load demand cannot be met by their supplier, Duke Power Company.
