Mr. H. B. Tucker, Vice President Nuclear Production Department 422 South Church Street Charlotte, NC 28242 Gentlemen:

SUBJECT:

OCONEE NUCLEAR STATION UNIT 1 - CONFIRMATORY ORDER The Oconee Confirmatory Orders of April 10, 1987, and August 6, 1987 placed restrictions of operation on Oconee Unit 1. The Orders required that Unit 1 shall not operate at any power level after the end of cycle 10 unless the Regional Administrator, Region II, has approved the Low Pressure Injection (LPI) and Reactor Building Cooling Unit (RBCU) coolers for full power operation or the Regional Administrator has relaxed or rescinded any of the conditions of the Order upon showing of good cause by the licensee. My letter of October 29, 1987, relaxed the Order and concurred with your intention to test and evaluate the RBCU and LPI system coolers following cleaning and then have them approved for full power operation prior to exceeding 5% power.

The Unit 1 LPI and RBCU coolers were cleaned and tested.

Test results and analyses were reviewed by Region II inspectors on November 5, 1987, and found to satisfy the requirements of the Order. The required approval for full power operation was given by Region II to the Oconee station manager on November 5, 1987.

We therefore confirm that the conditions of the April 10, 1987 and August 6, 1987 Confirmatory Orders have been met for Unit 1, and therefore, the restrictions imposed by the order on Unit 1 have been lifted.

Sincerely, J. Nelson Grace Regional Administrator cc: M. S. Tuckman, Station Manager bcc:
