SUBJECT:

AUDIT OF SAFETY AND PERFORMANCE IMPROVEMENT PROGRAM FOR BABCOCK AND WILCOX DESIGNED PLANTS This letter confirms the dates of September 28 through October 2, 1987 for the NRC audit of the Safety and Performance Improvement Program (SPIP) for Babcock and Wilcox (B&W) designed plants. The audit will be performed by a five member inspection team with Mr. John Stolz of NRR as the Team Manager and Mr. James Stone as the Team Leader.

The primary purpose of this audit is to review the evolution of recommendations generated in the SPIP from their inception to issuance to the utilities. The audit will encompass all of the recommendations, including those that were rejected, and their disposition.

An entrance meeting is scheduled for 11:00 a.m. on September 28, 1987 at the B&W headquarters in Lynchburg, Virginia. During this entrance meeting it is requested that you describe the process for the development of recommendations from inception through disposition as they progress through the various organizations (SPIP Program Chairman, SPRIG, Steering Committee, Independent Advisory Committee, etc) for the more critical systems evaluated by the SPIP.

It is our understanding that the audit team will have space available at a location that is convenient to the material to be reviewed and that B&W or SPIP personnel will be available to explain how the material needed is filed and to provide assistance in the retrieval of material requested by team members as needed.
