GENERIC LETTER 83-28, ITEM 4.4, REACTOR TRIP SYSTEM RELIABILITY (IMPROVEMENTS IN MAINTENANCE AND TEST PROCEDURES FOR B&W PLANTS)

Oconee Nuclear Station, Units 1, 2 and 3 We have reviewed your letters dated November 4, 1983, August 9, 1985 and December 2, 1985 responding to Generic Letter 83-28, "Required Actions Based on Generic Implications of Salem ATWS Events."
Item 4.4 of Generic Letter 83-28 required licensees with Babcock & Wilcox reactors to confirm that safety related maintenance and test procedures are applied to the diverse reactor trip feature provided by interrupting power to control rods through the silicon controlled rectifiers and to include the silicon controlled rectifiers in the appropriate surveillance and test sections of the Technical Specifications.
Based on our review, we have concluded that the reactor trip system maintenance and test procedures at Oconee Nuclear Station are acceptable. The details of our review are contained in the enclosed Safety Evaluation.
By letter dated August 20, 1986, we issued Amendments 148, 148, and 145 to Facility Operating Licenses DPR-38, DPR-47 and DPR-55 for Oconee Nuclear Station, Units 1, 2 and 3 respectively. This action constituted our approval of the Technical Specification changes required by Item 4.4.
