OCONEE NUCLEAR STATION, UNITS 2 AND 3 - SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION REQUEST FOR RELIEF NO. 93-12 (TAC NO. M88210)

Dear Mr. Hampton:

By letter dated November 15, 1993, Duke Power Company submitted Request for Relief No. 93-12 from certain ASME Code requirements that you determined to be impractical to perform at Oconee Nuglear Station, Unit 3, during the second 10-year interval inservice inspection.

Relief is requested from the requirements of IWA-4400 to perform a system hydrostatic pressure test after repairs by welding on the system pressure boundary of the emergency condenser cooling water (ECCW) system. Performance of the Code-required testing would disable the ECCW system for all three units, and would require extensive piping modifications. As alternative testing, you proposed surface examinations of the welds, visual examinations when the system is at normal operating pressure, and a test to verify the system's flow path. Additional information was provided in a letter dated February 9, 1994, and the request was expanded to include Oconee Unit 2 in a letter dated July 7, 1994.

The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory, has reviewed and evaluated the November 15, 1993, request and the supplemental submittals. The staff has concluded that certain requirements of the Code are impractical and that pursuant to 10 CFR 50.55a(g)(6)(i), relief may be granted as requested by Request for Relief 93-12. The staff has also concluded that your proposed alternative examination of the welds will provide reasonable assurance of the structural reliability of the ECCW system. The staff's evaluation and conclusions are contained in the enclosed Safety Evaluation. This relief is authorized by law and will not endanger life or property or the common defense and security, and is otherwise in the public interest, given due consideration to the burden that could result if the requirements were imposed on your facility.
