SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE
(NRC INSPECTION REPORT NOS. 50-269/93-11, 50-270/93-11 AND
50-287/93-11)
The NRC Systematic Assessment of Licensee Performance (SALP) has been
completed for your Oconee facility. The facility was evaluated for the period
February 2, 1992, through May 1, 1993. The results of the evaluation are
documented in the enclosed Initial SALP Report. This report will be discussed
with you at a public meeting to be held at the Oconee facility on July 28,
1993, at 10:00 a.m.
The performance of your Oconee facility was evaluated in the functional areas
of Plant Operations, Radiological Controls, Maintenance/Surveillance,
Emergency Preparedness, Security, Engineering/Technical Support, and Safety
Assessment/Quality Verification.
Overall performance for Oconee continued with the same category ratings as the
last assessment period. Performance was maintained at a superior level in the
functional areas of Radiological Protection, Security and Emergency
Preparedness. Performance in the remaining functional areas was good.
Although management attention resulted in improvement in command and control
over operational evolutions, particularly shutdown operations, the weaknesses
noted in the previous SALP period associated with procedural adherence
continued. Failure by the staff to follow procedural requirements was
compounded in some cases by the inadequacy of the procedures. Further,
inadequate control of maintenance and surveillance activities resulted in
several preventable operational transients. I look forward to discussing this
assessment with you on July 28, 1993.
Any comments you have concerning our evaluation of performance of your Oconee
facility should be submitted to this office within 30 days following the date
of our meeting. Your comments will be considered in the development of the
