SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE
(NRC INSPECTION REPORT NOS. 50-269/92-01, 50-270/92-01 AND
50-287/92-01)
The NRC Systematic Assessment of Licensee Performance (SALP) has been completed
for your Oconee facility.
The facility performance was evaluated for the
period August 1, 1990,
through February 1, 1992, in the functional areas of
.
Plant Operations, Radiological Controls, Maintenance/Surveillance,
Emergency
Preparedness,
Security, Engineering/Technical Support,
and Safety Assess
ment/Quality Verification. The results of the evaluation are documented in the
enclosed Initial SALP Report which will be discussed with you at a public
meeting to be held at the Oconee facility on April 15, 1992, at 10:00 a.m.
Overall, the performance of Oconee continued to be satisfactory, but varied
in the degree of performance among the functional areas.
The assessment
indicates continued superior performance in the areas of Radiological Controls
and Emergency Preparedness and improved performance in the area of Security.
With regard to operational safety, certain aspects of performance this period
were uncharacteristic of past performance and this has resulted in declining
performance ratings in Operations and Engineering/Technical Support.
The
period was characterized by the emergence,
and recurrence, of many shutdown
issues related to inadequate control room operation and ineffective oversight.
Contributing to these emergent concerns were the long-standing issues of lack
of attention to detail in equipment configuration control and a laxness in
adherence with procedures. It is recognized that management attention has been
directed to these problem areas and although some short-term results have
been achieved, the full impact of corrective actions has not been demonstrated.
Safety Assessment/Quality Verification performance apparently has reached a
performance plateau and has not been fully effective in preventing recurrence
of events such as those encountered during outages or in resolving the long
.
term issues which contribute to performance on a generic basis.
The assessment recommends management attention to the problem areas and
evaluation of the effectiveness of licensee corrective actions.

Any comments you have concerning our evaluation of the performance of your
Oconee facility should be submitted to this office within 30 days following the
date of our meeting.
These comments will be considered in the development of
the Final SALP Report.
Your comments and a summary of our meeting will be
issued as an appendix to the Final SALP Report.
Should you have any questions concerning this letter, we will be glad to
discuss them with you.
