The
NRC Systematic Assessment of Licensee Performance
(SALP)
Board has
completed its periodic evaluation of your Oconee,
McGuire and Catawba
facilities.
Oconee and McGuire were evaluated for the period of March 1, 1986
through July 31, 1987.
Catawba was evaluated for the period October 1, 1985
through July 31, 1987.
The results of the evaluation are documented in the
enclosed SALP Board Reports.
These reports will be discussed with you at
Oconee on October 27, 1987, and at McGuire and Catawba on October 29, 1987.
The performance of your Oconee, McGuire and Catawba facilities was evaluated in
the functional areas of plant operations, radiological controls, maintenance,
surveillance, fire protection,
security, outages,
quality programs
and administrative controls affecting quality, licensing
activities, training, and engineering support. Catawba was also evaluated in
the area of preoperational and startup testing.
The engineering support category is a new functional area that has been added
to the SALP.
This new category explores events and problems relative to plant
design, modification implementation, testing and evaluation of problems that
occurred during the evaluation period.
Strong management leadership and active participation were evident at all three
of your facilities and the conduct of activities showed a proper concern for
nuclear safety. In the area of engineering support, as noted in all three
reports, there has been a lack of timely communication and coordination between
the site and corporate engineering staff. We do acknowledge, however, that you
have recognized this weakness and have initiated corrective actions.
Any comments you have concerning our evaluation of the performance of your
facilities should be submitted to this office within 30 days following the date
of our meeting at your McGuire and Catawba facilities on October 29, 1987.
Your comments,
a summary of our plant specific meetings, and my disposition of
your comments will be issued as appendices to the enclosed SALP board reports.
