REPORT NOS. 50-269/86-02, 50-270/86-02, 50-287/86-02, 50-369/86-07,

AND 50-370/86-07

The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed

its periodic evaluation of your Oconee and McGuire facilities. These facilities

were evaluated for the period September 1, 1984, through February 28, 1986. The

results of the evaluation are documented in the enclosed SALP Board Reports.

These reports will be discussed with you at your office in Charlotte,

North

Carolina on June 27, 1986.

The performance of your Oconee and McGuire facilities was evaluated in the

operational functional

areas of plant operations, radiological

controls,

maintenance, surveillance, fire protection, emergency preparedness, security and

safeguards,

outages,

quality assurance programs,

licensing activities, and

training.

The overall Duke Power Company performance demonstrated satisfactory performance

in attaining nuclear operational safety. It is of significant merit that both

the Oconee and McGuire facilities received Category 1 ratings in the functional

area of outages.

The performance of both your Oconee and McGuire facilities was evaluated by the

SALP Board as being effectively managed.

Oconee strengths were identified in

the areas of plant operations, fire protection, surveillance, emergency prepared

ness, and refueling.

No major weaknesses were identified at Oconee.

There was a Performance Appraisal Team (PAT) Safety System Functional Inspection

performed subsequent to this SALP period relative to the Oconee Nuclear Station.

The results of this inspection, had it been considered during this SALP period,

may have affected the ratings in the areas of Maintenance and Quality Programs

and Administrative Controls Affecting Quality.

McGuire strengths were identified in the functional areas of outages and security

and safeguards. The Board noted a continued weakness in the plant operations

functional area.

Although management attention and involvement were noted in

plant operations, there is evidence that continued assertive management involve

ment and control are needed to ensure satisfactory performance.

facilities should be submitted to this office within 30 days following the date

of our meeting in Charlotte, North Carolina.

We specifically request that you

advise us of actions you plan to take in response to the Category 3 rating in

the plant operations functional area at McGuire. Your comments; a summary of our

June 27,

1986,

meeting; and my disposition of your comments will be issued as

appendices to the enclosed SALP Board Reports.

Should you have any questions concerning this letter, we will be glad to discuss

them with you.
