SUBJECT:
ENVIRONMENTAL QUALIFICATION OF SAFETY-RELATED ELECTRICAL EQUIPMENT RE: OCONEE NUCLEAR STATION, UNIT NOS. 1, 2 & 3 Your letter of December 3, 1980 requested a hearing concerning the subject.
As a result of our letter of June 12, 1981, your request has been held in abeyance until ninety days after the date of issuance of the Safety Evaluation for the facility.
On July 31, 1981, the NRC staff recommended to the Commission, in response to an industry petition, that the June 30, 1982 deadline for equipment qualification be extended to June 30, 1983, with limited provisions for further extensions on a case-by-case basis. In addition, the NRC staff has provided clarifications on many of the technical issues in this area.
The underlying reasons for your original request, regarding a hearing, may be affected by the Commission's action on the staff's submittal or recent staff interpretations of the requirements. Therefore, in order to allow you to consider all recent or iminent developments, we will, upon your affirmation, hold your original request in abeyance for up to thirty days after the Commission has completed its.action on the petition. By that time, we ask that you inform us of your intent, and if you pursue a hearing, of the specific issues you intend to raise in the proceeding.
Your response to this letter, affirming or rejecting this course of action, is reqested by September 1, 1981.
We will continue to solicit your cooper ation in the identification and resolution of disputed technical issues.
