Dear Mr. Parker:
In a continuing effort to resolve open action items, the staff has resumed the review of the low temperature overpressure mitigating systems for the Oconee Units 1, 2 and 3. An evaluation of the instrumentation and control portion of this item was performed by our consultant, EG&G Idaho, Inc.
The results of this evaluation are contained in the enclosed Interim Report.
The staff has reviewed this report and we have concluded that additiona1
,fidffications 'and Technical Specificatlons are needed in order for the; proposed system to be found acceptable.
We,1therefore, request that you review the enclosed report and submit infor maion necessary to address the r6'ommendations listed in Section5 of the report.
Provide justification for cases dWiere you do not meet these recom mendations.
Guidance on prop osed Technical Specifications is provided in Specification 3/4.10.3 of the Standard Technical Specifications for Babcock and Wilcox. PWRs (NUREG-0103, Rev. 4). Wewould appreciate your response to this request within 90 days of your receipt of this letter.
