Dear Mr. Parker:

By letter dated July 1, 1980, we notified you of the discovery of Fuel Assembly (FA) Holddown Spring failures at the Davis-Besse facility, and requested information regarding these springs at the Oconee Nuclear Station. We have reviewed your response of December 8, 1980, and consider that the matter of failed springs has been addressed satisfactorily in all respects except for future surveillance. In our review of all-Babcock

&%Wilcox licensee submittals, at least one spring failure (at Crystal River 3) appears not to be related to material of improper metallurgical condition as in the case of the Davis-Besse spring failures.

We request that you provide a commitment to perform the surveillance on the holddown springs presently in the Oconee Units Nos. 1 and 2 cores during your next refueling outage and to report any spring failures noted. We are aware you inspected the springs in Oconee Unit No. 3 during the recent Cycle 6 reload. This commitment should be forwarded to us within 30 days.

Upon receipt of this commitment, we will consider this matter closed.
