Dear Mr. Parker:

By letter dated December 12, 1980, Duke Power Company pointed out that the power distribution curves we issued a part of the Oconee Unit No. 1 Cycle 6 reload license amendment dated FebruaVy 22 1980, did not provide for the full design burn-up of the Cycle 6 core.

The Cycle 5 core, which was desi gned for 320 effective full power days (EFPD) of burn-up, was replacedb the (y1e 6 core afte only EFPD.

The Cycle 6 core design was based a 320 EFP burn-upof Cycle and re suited in a 372 + 10 EFPD cycle length for cycle 6. Your letter of Decem ber 12,, stated tFat the approprate burn-up for Cycle 61s 83+1 EFPD based on the shortened Cycle 5. We conclude that the 11 EFPD extension of the Cycle 6 power distribution curves after the 16 EFPD sh teningof Cycle 5 is conservative for all the parmeters ad accidents affecting safe operation of the core, as the oldest fuel in the co ewil experience a net decrease in exposure o 5 days.

Therefore, based on the above, weae correcting Figures,3.5.2-lA2, 3.5.2 2A2, 3.5.2-3A2,and 3.5.2-4A2, of our 2ebrua222 1980 license amendment as follows:

change each title block feA fter 200 + 10 EFPD to 37

REGt/b UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 December 18, 1980 Docket No. 50-269 Mr. William 0. Parker, Jr.

Vice President - Steam Production Duke Power Company P. 0. Box 2178 422 South Church Street Charlotte, North Carolina 28242

Dear Mr. Parker:

By letter dated December 12, 1980, Duke Power Company pointed out that the power distribution curves we issued as part of the Oconee Unit No. 1 Cycle 6 reload license amendment, dated February 22, 1980, did not provide for the full design burn-up of the Cycle 6 core.

The Cycle 5 core, which was designed for 320 effective full power days (EFPD) of burn-up, was replaced by the Cycle 6 core after only 304 EFPD.

The Cycle 6 core design was based on a 320 EFPD burn-up of Cycle 5 and re sulted in a 372 + 10 EFPD cycle length for Cycle 6. Your letter of Decem ber 12, stated tiat the appropriate burn-up for Cycle 6 is 383 + 10 EFPD based on the shortened Cycle 5. We conclude that the 11 EFPD extension of the Cycle 6 power distribution curves after the 16 EFPD shortening of Cycle 5 is conservative for all the parameters and accidents affecting safe operation of the core, as the oldest fuel in the core will experience a net decrease in exposure of 5 days.

Therefore, based on the above, we are correcting Figures 3.5.2-1A2, 3.5.2 2A2, 3.5.2-3A2 and 3.5.2-4A2, of our February 22, 1980 license amendment as follows:

change each title block from "After 200 + 10 EFPD to 372 + 10 EFPD" to "After 200 + 10 EFPD to 383 + 10 EFPD". The corrected four figures are enclosec.

Sincerely, Robert W. Reid, Chief Operating Reactors Branch #4 Division of Licensing
