Dear Mr. Parker:
This letter is in regard to the need for updated Technical Specifications (TS) at the Oconee Nuclear Station fr the Fire R tection Program. In our Safety Evaluation of August 11, 1978-in Section 7.0 Technical Specifi cations we stated, "Following the implementation of the modifications of fTre protection systems and administrative controls resulting from this review, the TS will be simlarly modified to incorporate the limiting conditions for operation and surveillance requirements for these modifi cations".
To assist you in preparing th se TS we are enclosing a Model TS., You will have to appropriately adapt the Model to the Oconee Station require-i ments. The proposed Fire Protection Rule does not specify da ateby which these TS must be in place. Since_ the existing Fire Protection.Program TS were issued on February 13, 1978, ther&hav been extensive changes made at the Station. The TS should be modified In an expeditious manner to reflect the changed status of the Station.

In the interim period, prior o our issuance of the license amendment with the TS, (these surveillance requi nts and supporting a6tion statements for the new eqipment shoyld be implemented administrative control as quickly as possible.
