Dear Mr. Parker:

Your letter of March 21, 1980, informed us that design and procurement

-activities for an additional cooler and pump for the Units 1 and 2 spent fuel storgge pool have taken longer than expected and have pre cluded your meeting the original committment to complete the installa tion in the first quarter of 1980. The additional cooling capability is required in order to handle the additional cooling load resulting from the expansion last year of the storage capacity of the Units 1 and 2 pool from 336 to 750 fuel assemblies.

Your letter itates that the current cooling system has a cooling capacity of 15.5 X 10 BTu/hr. It also states that the maximum heat load that will' be seen by the pool prior to refueling Unit-i in 1981 will be 12.35 X 106 BTu/hr which will result from a total of 342 fuel assemblies that will be stored in-the pool following the transfer of -68 fuel assemblies now located in the Unit 3 fuel pool and the current refueling of Unit 2. Your letter further states that the only limitation that the delay of installation of the additjonal cooling capacity places on operation of the pool is to restrict full core dischaige so that off loading cannot be completed in less than 10 days following plant shutdown. Further, your letter commits to install the additional cooling capacity as soon as possible.

We concur that the operation of the fuel pool without the additional cooling capacity is !fe and is acceptable on the basis that no more than 342 assem blies will be stored in the pool without prior review and approval by the NRC.
