Dear Mr. Tucker:

This letter is to confirm the subject of a conference call on May 13, 1983 between members of your staff and the NRC staff (including the NRC contractor) regarding a proposed site/corporate visit for the period May 25-27, 1983. The purpose of this visit and meeting is to review the masonary wall construction, drawings, and calculations, etc. in connection with the on-going review of the Oconee response to IE Bulletin Q00-11.

The proposed visit would commence at the plant site on the morning of May 25.

The meeting at the corporate office would begin on the morning of May 26 and would conclude in the afternoon of May 27 with an exit briefing by the members of the NRC strucu ral and Geotechnical Engineering Branch (and contractyr). 'A'Ipropose detailed agenda covering all three days is enclosed.

Wall Review Plant Visit and Design Calculations Review May 25, 1983, Wednesday, Plant Site Activity 8:30am-10:00am Review of drawings, general construction techniques, materials, etc., status with regard to modification. Brief discussion and review of QA/QC documents if located at the site.

10:10am-12:00 noon Plant walk-down to examine masonry walls with particular emphasis on walls qualified by the use of Arching action theory, installed modifications, boundary conditions etc.

criteria as used in Oconee application.

9:30am-12:00 noon Review of Specific wall calculations selected on the basis of plant walk-down.

12:00-1:00pm Lunch 1:00pm-3:00pm Continuation of above activity.

3:00pm-4:00pm Further discussion on Arching Action based on the review of calculations.

4:00pn-5:00pm Summary, finalize action items, if any.

May 27, 1983, Friday, Duke HQS 8:30am-9:30am Discussion on the use of joint reinforcing in qualifying Oconee walls.

9:30am-12:00 noon General discussion on the Oconee responses on the masonry wall issue dated June 15, 19 specific items for discussion as follows:

-2 Activity o Use of increase factors used in determining allowable stresses.

o Allowable stresses for collar joint.

o Tornado loading, if any.

o Sample review of calculations not using arching action theory.
