Dear Mr. Tucker:

We have reviewed your request of November 5, 1982, concerning a waiver of simulator training in 1982 for licensed personnel at the Oconee Nuclear Station.

The reason for the request for waiver is the late delivery of the site specific Oconee simulator and the lack of available time at the B&W Simulator in Lynchburg, Virginia.

The request also includes rescheduled simulator training for licensed personnel using the B&W simulator as time becomes available in 1983.

Although the simulator training schedule for some licensed personnel.

will be delayed, we find that the.alternatives proposed are accept able and will continue to meet the requirements of Appendix A of 10 CFR Part 55 and Section 50.54 (i-1) of 10 CFR Part 50.

A further review bf the Oconee Requalification Program indicates that drills may be conducted by members of the.training staff.

If future delays octur due to equipment availability or schedules, we suggest that drills should be evaluated as a temporary alterna tive to simulator training. Although drills may not have the fidelity of simulators, they do provide a method for operators to demonstrate proficiency in the use of operating and emergency procedures in a team environment.
