Dear Mr. Parker:
Pursuant to the NRC Task Action Plan I.A.2.6(4), the Division of Human Factors Safety (DHFS) has contracted with Battelle-Pacific Northwest Laboratory to conduct and evaluate regional workshops as a method of obtaining reactor operator feedback on selected issues of concern to both the NRC and the operator.
Two workshops have already been completed under this project:
Workshop 1, (Region III) Chicago, Illinois, December 8-9, 1981; and Workshop II, (Region I)
Boston, Massachusetts, March 16-17, 1982. The issues discussed by the operators at these workshops included:
(1) plant drills, (2) the role of the STA, (3) strengths of and improvements to the operator licensing process, (4) simulator training, and (5) requalification. The quality of the feedback from these two workshops has been extremely good.
The operators have been very participative in these two-day sessions and their comments have had some impact on current issues.
The third operator feedback workshop is being planned for Region II and is to be held on May 25-26 in Atlanta, Georgia, at the Century Inn - 1996 Phoenix Boulevard, College Park, Atlanta. The topics for discussion will be:
- 1. NRC Policy on Overtime
- 2. Operator Licensing Examination (guidelines, requalification)
- 3. Requirement for a Second SRO on Shift as of July 1, 1982.
The intent of these workshops is to develop a mechanism whereby licensed reactor operators can communicate directly with the NRC. This would include ROs, SROs, and Shift Supervisors. If possible, we would like to have one or two of your licensed shift personnel attend these meetings in Atlanta. You should also be aware that participation is voluntary both on the part of the utility and the operators.

20 Since Battelle is responsible for conducting these workshops for the NRC, they will be contacting you directly. Battelle will send specific information regarding the content of Workshop III to those operators who will be attending.
