Dear Mr. Parker:

This letter references the telephone conversation on March 17, 1982, between Mr. H. Tucker of your staff and Mr. R. Lewis of my staff regarding the Emergency Notification System equipment upgrade discussed in our letter to you dated June 29, 1981. As discussed, the equipment upgrade is designed to significantly improve the operability and reliability of the system by providing:

1. Reduced signal loss (audibility) when multiple users are on the same circuit;
2. increased trouble shooting capability by allowing remote diagnostic access to circuits; and
3. reducing the number of false alarms of the system.

This upgrading, which is being done at all nuclear power plant Iicensees-,

requires a cooperative effort between the NRC and affected licensees.

The NRC, through AT&T Long Lines, is providing the necessary circuit devices to allow this upgrade from the existing two-wire to a four-wire system.

In some instances where the licensee owns the phone equipment or provides the cable-pair in the facility, the upgrading requires the licensee to provide engineering and cable pulling prior to AT&T installation of the circuit devices.

As discussed, there is still a need for this to be done at the Oconee facility.

Assuming that this letter provides sufficient additional clarification, please contact Mr. G. Gibson of this office when you have established a schedule to provide the requisite cable pair.
