Dear Mr. Parker:
WGammill We are in the process of conducting meetings with all licensed plants to discuss the Radiological Effluent Technical Specifications (RETS),
in an effort to resolve this issue. We are being assisted in o 'r reviews, and during these meetings, by Franklin Research Center (FRC).
Our present schedule calls for the completion of a review of all the information submitted on this subject for the Oconee Nuclear Station, and the formulating of a list of questions based on perceived deviations from present NRC positions, by August 1, 1982. These questions will then be provided to you and will form the agenda for.a meeting.
Since the RETS submittals were made some time ago, it would be advantageous for your staff to review these proposed changes to ensure that your position remains unchanged. If your present position differs from these earlier submittals, we would appreciate being informed so that unnecessary review effort is minimized.
With the cooperation of your staff, a meeting has been scheduled for August 17 and 18, 1982 at the Oconde Nuclear Station. We will have approximately two NRC and two tJRC persons attend this meeting ard would appreciate participation by those members of your staff knowledge able in this issue who are authorized to. 'negotiate TS changes which are acceptable to both Duke Power Company and the NRC.
If you have any questions on this subject, please contact me.
Sincerely, Philip C. Wagner, Project Mangger Operating Reactors Branch #4 Division of Licensing cc: See next page OFFICE ner;cf WGa i 1 Stolz 8204070634 820330 NRPDR ADOCK 05000269 DFFICIAL RECORD COPY USGPO: 1981-335-960 P
