NRC AUDIT OF DUKE POWER COMPANY'S USE OF TACO-3 AND THE FUEL ROD GAS PRESSURE CRITERION (FRGPC) FOR THE OCONEE, MCGUIRE, AND CATAWBA NUCLEAR STATIONS (TAC NOS. M89554, M89555, AND M89556)

Dear Mr. Tuckman:

Your letter dated August 24, 1994, informed us that the documentation supporting Duke Power Company's (DPC) application of the subject methodologies would be available for audit by September 19, 1994. This audit is scheduled to be conducted March 6 through 10, 1995, in the DPC general offices. The audit team will consist of Shih-Liang Wu of the Reactor Systems Branch of NRR and Carl Beyer of Pacific Northwest Laboratories. A list of the information to be reviewed is.enclosed with this letter. The need to review additional information may be identified during the audit. This information has been previously provided to Scott Gewehr of your staff.

m0 Issues to be Discussed with Duke Power on Application of BWFC TACO-3 and Rod Pressure Analysis Methods The following are examples of the areas that will be discussed with Duke Power during the audits at Duke Power Company (DPC) but are not intended to be the only areas of inquiry.

I.

Code Applications

1. Define the analysis applications for which the TACO-3 code will be applied by DPC.
2. How are code, manufacturing, and power uncertainties determined?

How are they applied for each code application? Please provide examples.

3. How are power histories determined for each code application?

Please provide examples.

4. How are code input values determined for each application?

Determine whether inputs are conservative or best-estimate values.

Provide examples for each application.

5. How does DPC apply the TACO-3 release model for transient power excursions for calculating fission gas release and end-of-life (EOL) rod pressures?
6. What is the maximum differential pressure allowed for the EOL rod pressure analysis and how is this determined? Provide an example.
7. Is the response surface used by BWFC for DNB propagation in BAW-10183P-A applicable to DPC cores?
8. What are the limiting performance criteria for the linear heat generation rate of the fuel during normal operation and anticipated operational occurrences at rod average burnups greater than 40 GWd/MTU? Provide an example.
