APPLICATION FOR TECHNICAL SPECIFICATION CHANGE REGARDING RISK-INFORMED JUSTIFICATION FOR THE RELOCATION OF SPECIFIC SURVEILLANCE FREQUENCY REQUIREMENTS TO A LICENSEE CONTROLLED PROGRAM Ladies and Gentlemen:

In accordance with the provisions of Title 10 of the Code of Federal Regulations (10 CFR Part 50.90), "Application for Amendment of License, Construction Permit, or Early Site Permit," Duke Energy Progress, Inc. (Duke Energy) is submitting a request for an amendment to the Technical Specifications (TS) for Shearon Harris Nuclear Power Plant, Unit 1 (HNP).

The proposed amendment would modify HNP TSs by relocating specific surveillance frequencies to a licensee-controlled program with the implementation of Nuclear Energy Institute (NEI) 04-10, "Risk-Informed Technical Specification Initiative SB, Risk-Informed Method for Control of Surveillance Frequencies." Additionally, the change would add a new program, the Surveillance Frequency Control Program, to TS Section 6, Administrative Controls. The changes are consistent with Nuclear Regulatory Commission (NRC) approved Technical Specification Task Force (TSTF) Standard Technical Specifications (STS) Change TSTF-425, "Relocate Surveillance Frequencies to Licensee Control - RITSTF Initiative Sb," Revision 3 (ADAMS Accession No. ML090850642). provides a description of the proposed change, the requested confirmation of applicability, and plant-specific verifications. Enclosure 2 provides documentation of Probabilistic Risk Assessment (PRA) technical adequacy. Enclosure 3 provides the existing TS pages marked up to show the proposed changes. Enclosure 4 provides the proposed TS Bases changes (for information only). Enclosure 5 documents that the proposed amendment does not involve a Significant Hazards Consideration pursuant to the provisions of 10 CFR 50.92. provides a cross-reference between TSTF-425, Revision 3, and the HNP TSs that contain surveillance frequencies being proposed for relocation to a licensee controlled program.

Duke Energy requests approval of the proposedlicense amendment by August 2, 2016, with the amendment being implemented within 120 days.
