BROWN JR., Governor August 12, 2015 RE: Request for information regarding license amendments for the San Onofre Nuclear Generating Station (SONGS), Cyber Security Plan, in response to the licensee's license application dated November 12, 2014, ML14321A015.

Dear Secretary Vietti-Cook:

The U.S. Nuclear Regulatory Commission (NRC) is considering the issuance of license amendments for SONGS, in response to the licensee's application dated November 12, 2014.

The proposed amendments would make changes to the operating licenses and revise the completion date for Milestone 8, full implementation of the Cyber Security Plan.

Thank you for the opportunity to comment on the proposed amendments. As the State Nuclear Liaison from California to the Nuclear Regulatory Commission, we are pleased to provide you with our comments. I asked the California Office of Emergency Services (CalOES) to review the proposed amendments.

CalOES' Radiological Preparedness Unit reviewed the amendment request for comment and found no nuclear power safety issues for California. They reviewed the NRC staff's analyses on the requested amendments and found no reduction in safety could occur from granting the license amendments. The request is administrative and intended to extend the date of implementing a milestone in their cyber security plan.

Cyber security is a priority for the NRC and California. It cannot be understated how critical the security of nuclear systems and networks are to the protection and safety of California's residents. We appreciate the opportunity to comment and look forward to continuing our relationship with the Nuclear Regulatory Commission.
