INSPECTION REPORT NOS. 50-269/90-26, 50-270/90-26, AND 50-287/90-26
This refers to the Nuclear Regulatory Commission (NRC)
inspection conducted by
E. D. Testa on October 8-12,
1990.
The inspection included a review of
activities authorized for your Oconee facility.
At the conclusion of the
inspection, the findings were discussed with those members of your staff
identified in the enclosed Inspection Report.
Areas examined during the inspection are identified in the report.
Within
.these
areas, the inspection consisted of selective examinations of procedures
and representative records,
interviews with personnel,
and observation of
activities in progress.
Your attention is directed to the exercise weaknesses identified in
Paragraphs 3 and 7 of the enclosed Inspection Report.
As required by
Section IV.F of Appendix E to 10 CFR Part 50,
any weaknesses that are
identified shall be corrected.
Accordingly, please advise us, within 45 days
of the date of this letter, of the corrective action you have taken, or plan to
take, showing the estimated date of completion with regard to these exercise
weaknesses.
Your attention is also directed to our findings regarding the Oconee Crisis
Management Center (CMC) in Paragraph 8 of the enclosed Inspection Report. The
Oconee CMC has not participated in an annual evaluated exercise since April
1986 and the newly constructed Oconee CMC (which replaced the onsite Oconee
CMC)
has never participated in an annual evaluated exercise.
We therefore
request that you consider committing to activation and full participation by
the Oconee CMC during the next annual evaluated exercise.
In addition, during
this inspection we also noted that staff augmentation times are not specified
in your Emergency Plan for the Oconee CMC. We plan to hold a meeting with you
to discuss this issue in the near future.
Within the scope of the inspection,
no violations or deviations were
identified.
.In
accordance with 10 CFR 2.790(a), a copy of this letter and its enclosure
will be placed in the NRC Public Document Room.
