AUDIT ON RESOLUTION OF BULLETIN 79 OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 Orn November 30, 1979, the NRC issued Bulletin 79-27, "Loss of Non-Class 1E Instrumentation and Control Power System Bus During Operation." The bulletin was issued after the November 10, 1979 event at Oconee Unit 3 in which a loss of power to a non-class 1E power panel feeding the Integrated Control System (ICS) and Non-Nuclear Instrumentation (NNI)

System resulted in control system malfunctions and significant loss of information to the control room operator.

The bulletin requested (1) certain reviews, including the review of class 1E and non-class 1E buses supplying power to safety and non-safety related instrumentation and control systems that affect achievement of cold shutdown and (2) preparation of emergency procedures for cold shutdown upon loss of each bus. As noted in Supplement 1 to NUREG-1231, "Safety Evaluation Report Related to Babcock & Wilcox Owners Group Plant Reassessment Program," dated March 1988, the NRC staff has determined that response to the bulletin will be evaluated and audited on a plant-specific basis. This audit will be performance-oriented and will involve discussions with reactor operators as well as I&E station staff.

To prepare for the audit, we need copies of the following documents:

(1) Single line diagram of the plant electrical distribution from the off-site power sources down to AC and DC instrumentation and control panels.

(2) Load lists for all AC and DC switchgear and I & C distribution panels.

(3) System-by-system list of equipment and instrumentation versus the immediate power source to each component (switchgear, motor control center, I & C distribution panel, etc.). Supply this list only if it already exists.

(6) Annunciator response procedures.

We request that two copies of the above documents be sent to the NRC Document Control Desk, and that one copy be sent directly to our contractor, EG&G Idaho, Attention Mr. Alan Udy, at the address below. Assuming we have received the information no later than April 14, 1989, the audit will be conducted May 8 through May 12, 1989 at the Oconee site in Seneca, South Carolina. At your request, part or all of the documents you provide will be returned to you upon completion of the audit.

The reporting and/or recordkeeping requirements contained in this letter affect fewer thain ten respondents; therefore, OMB cleardnce is not required under P.L.96-511.
