Dear Mr. Hampton:

SUBJECT:

RELIEF REQUEST NO. 92 SAFETY EVALUATION, OCONEE NUCLEAR STATION 2 (TAC NO. M82802)

By letter dated February 4, 1992, you submitted Relief Request No. 92-04 from ASME Code requirements for additional weld examinations in the SecondTen Year Interval Inservice Inspection (ISI), in which a flaw was detected in steam pipe weld 2-01A-5-33. Additional information relating to the weld flaw was provided in your letter dated March 3, 1992, and in a telecon between our staffs on March 4, 1992.

The NRC staff's safety evaluation of the relief request is enclosed. On the basis of our review, we conclude that the observed flaw was not a service induced defect of the type for which additional sampling was intended.

Therefore, pursuant to 10 CFR 50.55a(a)(3)(i), your alternative from testing of additional welds, as described in Request for Relief 92-04, is authorized.

The NRC staff has determined that the additional examinations are not necessary and the proposed alternative provides an acceptable level of quality and safety.
