Gentlemen:
SUBJECT: OCONEE NUCLEAR STATION EXAMINATION REPORT NO. 50-269/92-300
This refers to the Nuclear Regulatory Commission (NRC) administered initial
examinations led by R. Baldwin during the week of January 20, 1992.
These
examinations were administered to employees of your company who had applied
- for licenses to operate your Oconee Nuclear Station. At the conclusion of the
examination, the examination questions and preliminary findings were discussed
with those-members of your staff identified in the Examination Report,
Enclosure 1.
A copy of the written examination questions and answer key was provided to
members of the facility's training staff at the conclusion of the exam.
Facility comments regarding the written examination are included in the report
as Enclosure 3. Enclosure 4 provides the NRC response and resolution to the
facility comments. Enclosure 5 summaries simulator performance deficiencies
observed during the simulator portion of the operating examinations.
Your attention is directed to paragraph 3 of this report which details efforts
of the Oconee training staff and NRC examiners in the conduct of a pre
examination review.
The Generic Fundamental Examination Section (GFES) results for the last two
Oconee examinations were as follows. In June 1991, eleven candidates were
examined and eight passed for a 72.7 percent success rate. In October 1991,
three candidates were examined and two passed for a 66.7 percent success rate.
One of the candidates that failed the June 1991 examination subsequently
failed the October 1991 GFES examination.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosures will be placed in NRC Public Document Room.
