By licensee letter dated December 30, 2014 (RS-14-310), NRC Agencywide Documents Access and Management System (ADAMS) Accession No. ML14364A100, supplemented by NRC letter dated April 24, 2015 (ML15105A550), and licensee letter dated May 8, 2015 (RS-15-119) ML15128A305, Exelon Generation Company, LLC (EGC, the licensee) submitted a license amendment request for Dresden Nuclear Power Station (DNPS), Units 2 and 3. The proposed license amendment would change the criticality safety analysis (CSA) methodology in the unit 2 and 3 spent fuel pools, and would change the DNPS Technical Specification (TS) 4.3.1, "Criticality."

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to commence its detailed technical review. The acceptance review is also intended to identify whether the application consists of readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. The purpose of this email is to communicate to EGC the NRCs intention to accept this amendment request; and is preliminary in nature. This message will be formalized by a forthcoming NRC letter.

The NRC staff has concluded the application provides the adequate technical information, in sufficient detail, to enable the NRC staff to proceed with its technical review. The NRC will make an independent assessment regarding the acceptability of the applications request in terms of regulatory requirements and the protection of public health and safety, and the environment.

Given the lesser scope and depth of the applications acceptance review compared to a detailed technical review, there may be instances or issues which will impact the NRCs ability to complete a detailed technical review. If this should occur and additional information is required by the NRC staff, you will be advised by separate correspondence. I am currently the point of contact for the Dresden units.
