INDIAN POINT ENERGY CENTER, UNITS 2 AND 3 - NRC BASELINE SECURITY INSPECTION REPORT 05000247/2015403 AND 05000286/2015403

Dear Mr. Coyle:

On April 17, 2015, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Indian Point Energy Center, Units 2 and 3. On April 22, 2015 the inspectors discussed the results of this inspection with you and other members of your staff. Inspectors documented the results of this inspection in the enclosed inspection report The inspection examined activities conducted under your licenses as they relate to security and compliance with the Commissions rules and regulations and with the conditions of your licenses. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.

NRC inspectors documented three findings of very low security significance (Green) in this report. All of the findings involved violations of NRC requirements. The NRC is treating these violations as Non-Cited Violations (NCV) consistent with Section 2.3.2.a of the Enforcement Policy. If you contest the violations or significance of these NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555 0001; with copies to the Regional Administrator, Region I; the Director, Office of Enforcement, U.S. Nuclear Regulatory Commission, Washington, DC 20555 0001; and the NRC resident inspector at the Indian Point Energy Center.

Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from Enclosure, the transmittal documented is decontrolled. Two cross-cutting aspects were assigned to findings in the area of Human Performance, Avoid Complacency, because Entergy failed to recognize and plan for the possibility of mistakes, latent issues, and inherent risk, even while expecting successful outcomes (H.12), and Resources, because Entergy failed to maintain accurate procedures for testing a specific intrusion detection system (IDS) zone (H.1). One cross-cutting aspect was assigned to a finding in the area of Problem Identification and Resolution, Resolution, because Entergy failed to take effective corrective actions to address issues in a timely manner commensurate with their safety significance (P.3). If you disagree with a cross-cutting aspect assignment in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the Regional Administrator, Region I; and the NRC resident inspector at the Indian Point Energy Center.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS)

component of NRC's Agencywide Document Access and Management System (ADAMS).

ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). However, the material enclosed herewith contains Security-Related Information in accordance with 10 CFR §2.390(d)(1) and its disclosure to unauthorized individuals could present security vulnerability. Withhold From Public Disclosure Under 10 CFR §2.390 in accordance with 10 CFR
