The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Exelon Generation Co., LLC (Exelon or the applicant) held a telephone conference call on May 12, 2015, to discuss and clarify the staffs draft requests for additional information (DRAIs) provided in Enclosure 2 concerning the LaSalle County Station, Units 1 and 2, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs DRAIs.

OF TELEPHONE CONFERENCE CALL LASALLE COUNTY STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION MAY 12, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Exelon Generation Co., LLC (Exelon or the applicant) held a telephone conference call on May 12, 2015, to discuss and clarify the following draft requests for additional information (DRAIs) concerning the LaSalle County Station, Units 1 and 2 license renewal application (LRA).
DRAI 2.4-1
Background:
Section 3.4.1.4, Flood Protection Measures, of the updated final safety analysis report (UFSAR), states in part that additional protection is provided by means of waterproofing and waterstops. All exterior walls to grade level are sealed with a waterproof membrane, and all exterior construction joints are sealed with waterstops to grade level. Category I structures that house safety-related equipment are the reactor, auxiliary, diesel-generator, and the lake screen house. However, a review of the tables in the LRA for these structures did not identify such components for in-scope structures as credited for flood protection and subject to an aging management review (AMR).
Issue:
The UFSAR includes components related to additional flood protection measures that are not included in the LRA tables for the relevant structures.
Request:
If the components are addressed in the LRA, identify the location. If they are not included in the LRA, please justify their exclusion from the scope of license renewal.
Teleconference Summary:
The staff clarified a question regarding whether waterstops are required to be included in the scoping and screening results. The Applicant stated that they would justify the exclusion of the component, in accordance with the Standard Review Plan for License Renewal.
DRAI 2.4-2
Background:
LRA Section 2.4.5, Lake Screen House, and several sections of the UFSAR, state that traveling screens, located on the inlet to the Service Water tunnel, prevent large pieces of debris from entering the system and blocking flow or damaging equipment. However, such components are not included in Table 2.4-5 or others such as Table 2.4-10, Structural Commodity Group.
Issue:
The LRA and UFSAR include components that are not included in the LRA tables for components subject to an AMR.
Request:
- 1. If these components are relied upon to perform an intended function, please identify where they are covered in the LRA and provide reference to the AMR related to these components. If not included in the LRA, please justify their exclusion from the scope of license renewal.
- 2. Also, please clarify if there are any additional components such as basket strainers or any other debris prevention or removal mechanisms that are part of any in-scope structures subject to Title 10 of the Code of Federal Regulations (10 CFR) 54.4.
Teleconference Summary:
The applicant stated that the rotating screen assemblies in question are active components and therefore not subject to AMR. The applicant also clarified that the framework associated with these components is subject to AMR, and is addressed in LRA Table 3.3.2-14, pages 3.3-183 and 3.3-184. This information resolves the staffs concern and this DRAI will be deleted from the final RAI set.
DRAI 2.4-3
Background:
UFSAR Section 9.4.10, Primary Containment Purge System, states in Section 9.4.10.2 that debris screens are provided for all purge penetrations. However, Section 2.4.7, Primary Containment, and Section 2.4.9, Reactor Building, of the LRA, do not discuss or include such components in their respective tables for components subject to an AMR.
Issue:
The UFSAR includes components that are not included in the LRA tables for components subject to an AMR.
Request:
If such component is relied upon to perform an intended function, please identify where it is covered in the LRA. If not included in the LRA, please justify its exclusion from the scope of license renewal.
Teleconference Summary:
This DRAI was not discussed during the teleconference. Due to DRAI 2.4-2 being deleted from the final RAI letter, this DRAI will be re-numbered as RAI 2.4-2 in the final RAI letter.
DRAI 2.4-4
Background:
LRA Section 2.5.5.2.4, Slope Protection, and LRA Section 2.4.3, Cooling Lake, state that parts of the submerged core standby cooling system (CSCS) pond, intake flume (part of the CSCS pond which is the ultimate heat sink), and CSCS outfall structure, including the upper flume walls, are protected against wave action by riprap with a median weight of 70 pounds placed over crushed stone as part of the design. Such protective feature reduces the likelihood of potential issues such as erosion in the event that the main dike is breached. Although riprap is discussed in the LRA as being included within the boundary of the Cooling Lake and determined to be within the scope of license renewal, riprap protection is not shown in Table 2.4-3, Components Subject to Aging Management Review, and therefore, does not have an AMR associated with it. Such AMR would monitor for the potential loss of material, erosion, settlement, sedimentation, frost action, waves, etc.
Issue:
The LRA includes components that are not included in the LRA tables for components subject to an AMR.
Request:
If a riprap protective barrier is covered elsewhere, please identify where it is covered in the LRA.
If not included in the LRA, please justify its exclusion from the scope of license renewal.
Teleconference Summary:
The applicant identified the sections in the LRA in which riprap is covered. The staff reviewed the appropriate sections and determined that this DRAI is not needed. This DRAI will be deleted from the final RAI letter.
